Keeps defaulting back to Russian. Use to work fine. Have deleted and reinstalled several times but keeps defaulting back to Russian with only city of Moscow

I cannot get this to be in English?? I see someone else says here it defaults to Russian. That's happening to me to! What's up with that?? How do we get it to read in English??

It's time format couldn't properly format 13.00pm as 1.00pm when the 24-hour option was off and also like has been mentioned by others, defaults to the Russian language. When these shortcomings are fixed this will be one of my pet apps for its SIMPLE and CLEAR design
